Boleat Consulting was established by and is run by Mark Boleat. Mark has extensive experience in trade associations, regulation, public policy and housing finance. Other consultants are engaged to assist on specific projects where there is a need.
Mark Boleat
Mark Boleat graduated from Lanchester Polytechnic (now Coventry University) in 1970 with a first class BA honours degree in Economics. In 1971, he was awarded an MA in Contemporary European Studies by the University of Reading. He is also a fellow of the Chartered Institute of Bankers. Mark Boleat spent 25 years working for major national, European and international trade associations. He joined the Building Societies Association in 1974, holding a number of positions before being appointed Director General in 1986. He also became Director General of the Council of Mortgage Lenders when that organisation was created in 1989. In addition, between 1986 and 1989 he held the positions of Managing Director of the European Federation of Building Societies and Secretary General of the International Housing Finance Union. In 1993, he joined the Association of British Insurers, the largest British trade association, to become its first Director General. While at the ABI, he was a member of numerous industry committees, including the Finance and General Purposes Committee of the Confederation of British Industry.
In 1999, Mark Boleat established Boleat Consulting, a consultancy business specialising in trade association strategy and management and the handling of public policy issues. He has helped establish, merge and reorganise trade associations in a number of sectors. He has also undertaken projects for the World Bank on housing finance in Russia, Nigeria and Egypt, for the International Finance Corporation on Housing Finance in Uganda and for the Government of Jersey on consumer policy.
Mark Boleat is Chairman of the Jersey Competition Regulatory Authority, a non-executive director and Chairman of the Audit Committee of the Travelers Insurance Company, Chairman of the Association of Labour Providers, Chairman of The Green Corridor, Vice Chairman of the Association of Charitable Foundations and a member of the Government’s Regulatory Policy Committee.
He has been a non-executive director of Countryside Properties, the Comino Group and the three life insurance companies owned by Abbey National.
He is also a member of the Court of Common Council of the City of London where is Chairman of the Markets Committee, Deputy Chairman of the Policy and Resources Committee, and a member of the Police, Planning and Transportation, Standards and City Bridge Trust Committees. From August 2006 to July 2007 he was Head of Claims Management Regulation at the Ministry of Justice, with responsibility for implementing the regulatory regime for claims management businesses under the Compensation Act 2006.
Mark Boleat has published twelve books on various financial and public policy issues, including three pioneering studies: 'The Building Society Industry'; 'National Housing Finance Systems - a Comparative Study'; and 'Trade Association Strategy and Management'. His most recent publication is ‘Agenda for Better Regulation’, published by the Policy Exchange in 2009.
